Elements and Performance Criteria

1. Establishproject and working group
   • Policies, procedures, reports, records and emergency risk assessments are located and analysed
2. A working group is established with an appropriate balance of expertise, representation and authority
3. Emergency risk management principles, terminology, processes and organisational procedures are identified and confirmed to the working group
4. Sustainable emergency risk management process is negotiated for community context and capability, stakeholder needs and identified practical constraints
5. Project management and consultation plans are developed with stakeholders
6. Need for specialised information, additional skills and expertise in determining treatment options is identified, in accordance with organisational procedures
7. Confirm risks to be considered
   • Existing risk assessments are reviewed, in accordance with organisational procedures
8. Sources of risk in determining treatment options are identified
9. Responsibility for single or multi organisational management of risks is identified
10. Risk treatment objectives are identified in consultation with stakeholders
11. Identify treatment options
    • Effectiveness of existing risk treatments is established through research and stakeholder consultation
12. Community vulnerability is reviewed when identifying treatment options
13. A range of potential risk treatment options is identified through research and stakeholder consultation
14. Evaluate treatment options
    • Evaluation methods are agreed with stakeholders
15. Treatment options are assessed and risks and implications for stakeholders are identified
16. Treatment options are documented so they can be accessed by stakeholders
17. Feedback on likely implications and impacts of treatment options is obtained from stakeholders
18. Residual risks are assessed for tolerability or acceptance, in accordance with organisational procedures
19. Cost benefit analysis is completed for each risk treatment option, in accordance with organisational procedures
20. Recommend treatment options for each risk
    • Recommended options including implementation responsibilities are agreed in consultation with stakeholders
21. Recommended options and residual risks are documented, in accordance with organisational policies and procedures
22. Recommendations are submitted for approval, in accordance with organisational policies and procedures
23. Promote commitment and ownership of processes and outcomes
    • Communication and consultation is undertaken with community stakeholders using a range of methods and options
24. A range of communication strategies are used whilst determining treatment options
25. Processes, decisions and outcomes are documented, in accordance with organisational policies and procedures
26. Information is provided to the community and stakeholders
27. Monitor and review processes
    • Data and stakeholders contact information is reviewed and updated, as required
28. Treatment options are monitored and reviewed, in accordance with organisational procedures
29. Opportunities for improving emergency risk management processes are reported to authorised personnel
